You keep saying "do they capture digital signal", but if you had a digital video source you wouldn't need a "capture card" at all. To change TV channel you must first load the TV viewing application, select the desired channel and then capture the still. This might be a little inconvenient, but most TV tuner cards do the same. I will finish with a tip: Within Photoshop or similar software, load your captured still and apply the "deinterlace"
